How many occupants can legally live in a 2 bedroom apartment in Dublin, Ohio?

Can 2 adults, 1 female child, age 4, and two boys between the ages of 9 and 11 legally occupy a 2 bedroom apartment in Dublin, Ohio?

1. Not under Section 8 rules. But, if the individuals were paying rent on their own, it would be at the landlords discretion to allow it.
2. 5 people in a 2 bedroom is most likely a fire code violation.
3. You have to check your local occupancy laws, but that is over the general standard of 2 people per bedroom.
